did you change the thermostat? If not do so. It's too easy and cheap not to change it as it's of low quality and usually only last a few years.
Like I said, with the thermostat stuck in fully open there wont be any heat built up in the engine, the readings from the sensors will say it's of dangerously low temperature and because of the fault readings the engine management will kick in the fans just in case the readings are wrong. It sounds a bit weird but it works that way - change your thermostat like I changed mine and the problems will hopefully dissapear like mine did.
