Radiator fan. What Temp should it start at?

I have just put a new fan resistor on my 20,lt TS and did a run around town while hooked up to MES to monitor coolant temperature. It stayed mostly around 90 but had a couple of spikes up to 98 - 102. Outside temps are around freezing just now.

Once home again I let it idle and waited for the fan to come on.. but it didn't. Temperature was around 93.

Does anyone know what temperature the fan is supposed to activate?

My repair handbook gives the following temps:
Low speed 93C (1,6)
Low speed 98C (1,8 and 2,0)
High speed 98C (1,6)
High speed 101C (1,8 and 2,0)
