Oil breather pipes

Does anyone know the purpose of the second oil breather pipe on the TS and JTS air inlet, the one that goes before the throttle body?

I understand the one after the throttle body to the PCV valve and I understand the operation of the PCV valve, but given there's a PCV route already there why does it need one before the throttle?

The only purpose I can see it serves is to deposit crud on to the throttle butterfly.

One works on low throttle, the other high.

It was part of the EU emissions laws and prevents the venting of the crankcase to the atmosphere and is now returned to the engine as intake air to be reburnt.
