You shouldnt rev it over 3k for the first few miles anyway
Back to topic. For the first moments after cold start (30 degrees sunny weather is a cold start as well) the lambda doesnt work and engine is in the safety mode. Lambda sensor needs 300degrees exhaust temperature to work. After short drive it should be normal. I dont think de-cone is the problem but if you put it back, you can be sure.
