Crazed 147 Question

Just bought my first Alfa. 2002 147 1.6 Lusso. Fanastic drive, but I am having a problem with one part of the car. Under the front bumper there is a heavy rubber guard (hope that the correct name) that is screwed into the bottom of the bumper. Mine has come loose, is now only held on by two screws!!
Does anyone know how to reattach it? Should I try to repair it, or can someone let me know the name of the part and possibly suggest a place to purchase one.

The strip under the bumper is attached for aerodynamic reasons and probably reduces fuel consumption by 0.0001%.

The rubber strip used to be stapled to the bumper but came loose on speed bumps. In 2002 most Alfa dealers already removed the strip before delivery and a while later Alfa stopped attaching them to the 147.

Mine is currently re-attached with self tapping screws and this was done by my dealer. If yours already has screws then presunably this has been done by a dealer or someone else.
You may be able to re-attach the strip but will probably require screws being placed in new spots, otherwise you can remove the strip completely.
