What dealer are you buying it from? What mileage has it done? The cam belt and various associated tensioners and pulleys need to be replaced ay 60K km's OR three years, so given the age of the car this MUST have been done. If it hasn't or cannot be confirmed it is a $1000 job. If the dealer is not an Alfa dealer you may be better negotiating a price reduction. (how much is it?)
My car is a 2001 and I've never had any of the mentioned problems. My problems have been excessive oil consumption since new, which was fixed under warranty (new rings and valve stem seals) and a rattle in the left front shock (broken impact washer - good excuse to fit Bilsteins) and new upper contol arms (at 60K km ) If you do buy it you MUST be diligent in checking the oil levels, all 2.0 engines use some oil and don't take kindly to low oil levels.
If you want something low maintenance, buy a boring ugly Jap. But if you enjoy driving, and want what is regarded as 'the best looking hatchback of all time' (Car magazine) dive in - you won't regret it!!!
