Rev Counter Earth

I've seen the threads on a problem with the rev counter. Could it be connected to my 'Bulb Warning Light' problem. The light is perfectly behaved when the lights are on (ie it goes off). But if I start the car with the lights off (side lights & head lights) the 'Bulb Warning Light' illuminates and stays that way until I turn on the lights. You would expect it to work the other way (when a bulb is at fault).

Can anybody explain the rev counter earth problem (the warning lamp is in the rev counter cluster)
