There are wires from the indicator that connect it to the rest of the wiring loom. If you ease the wire out of the wing as far as it will go, you may see it. If you can't ease the wire out so you can see the connector, you'll have to trace the wire back to the loom until you find it (for instance the connector block may be in the engine bay).
The connector block has either come undone, or it has picked up some corrosion and is no longer making a good connection. Take it apart, clean, WD40 it and re-assemble.
If the fuse went, no indicators would work at all. Normally if one of the front or rear bulbs goes, the indicators flask more rapidly (about twice as fast) as the relay is getting more current. Dunno why the side indicators don't cause the same effect but there you go..
