Alfa do have 6.5"x15" steel wheels, fitted to the 156.
185/65R15 are fitted because they cost less.
205/45R17 is a non-standard size, which can have issues if you are ever stopped by the guys in the cars with flashing blue lights on...
215/45R17 is the size you should be using.
205/45R17 are not a widely available size and have a lower load index than is required for a 147 (although reinforced versions with an index of 88 are available).
The 88 rated versions will need to run at a higher tyre pressure, the lower rated versions shouldn't be used at all.
