The temperature should get to 90C (approx) and then the fan should cut in.
When you say "half way" do you mean 90 (which is roughly half way on the dial) or do you mean between 50 and 90?
Start the car up and see what the fan does when the temperature gets to 90~95. If the fan doesn't come on, then you have a problem with the temp sensor or the fan switch/relay.
If the fan comes on then that's fine. It should go off again when the temp drops to 80 or thereabouts.
If your car never gets to 90 except when you're stuck in traffic, then the thermostat is shot - stuck open, so the water can go into the radiator and be cooled even when it's already cool (by which I mean less that 80-85C).
The aircon is a Red Herring. The a./c when on, runs a compressor (much like your fridge). It doesn't have any effect on the temperature, except that the extra load the compressor puts on the engine will make the temperature rise more quickly. A/C (on or off) will NOT cool the engine under any circumstances.
