Same with mine. It's something I found last year. I guess the logic behind it is that blowing cold air onto a frozen windscreen won't really help it to defrost. On a warm day it'd be fine, but if the temperature is sub-zero, you're knackered until the engine coolant get's hot. In these bloody diesels that takes forever!!!
Maybe winder will be a good time to try some high spec coolant. The Agip stuff we used on the Sierra this summer was amazing, the heater would pump out hot air even when the coolant gauge was showing cold. We know the gauge was working cos we had loads of overheating issues with that car (long story).
If you can find a supplier of Agip high-spec engine coolant in the UK, that'll do the job.
