Struggling to remember but aren't there 6 bolts in total along the rear edge of the subfarme apart from the 2 for the steering rack....or is that including....can't remember? Could you not get away with grinding the troublesome bolt head off?
Once the subframe is out of the way you'll be able to see whether there's any access to the captive nuts, somehow I doubt it.
I would think that it would be safe enough with one bolt missing, might be picked up on an MOT but you could simply drill out the captive nut and put a dummy bolt in.
Loose - not close, compact, or tight in structure or arrangement
Lose - to part with or come to be without, as through theft, accident, negligence, etc.
