Just to elaborate (I know, knit-picking):
As PaulR said, with the ignition turned off.
Helpful hint: for the parking lights on the 147, before you remove the key from the ignition, there is a button on the edge of the ignition ring (whatever you call the metal thing where you put the key in). Keep it pressed in and turn the key counter-clockwise (in the opposite direction of when you start the engine). Then remove the key.
If this is done correctly, both parking lights will remain on (both sides), if you want only one of the sides, use the indicator handle/switch to change sides....
P.S: Sorry, I dont have the 147 manual in PDF but only on the CD image as used in the Alfa Workshops.
