My mate had a european car which failed the test for the same reason. There is a way around that that is 1) very cheap and 2) doesn't require any replacements. The solution is to buy a tape or a sticker on the lamps. This tape will sort out the light direction that fails the test. In Europe, as they drive on a different side, the light directed more to the right side, whereas in the UK it is the left side that needs more light. The sticker fixes that issue. I am not quite sure where to buy it, as my mate has left the country. But as i remember, he got it from a general car shop, so Halfords might stock it. Just go to the sop and ask for the head lamp stickers. They should be about 5-10 quid for a pair.
