Is your ABS light on?
If not, I think it's the drive by wire throttlebody who's making that sound, that's quite normal. Since it's a selespeed, it could also be the Selespeed pump humming along, which it shouldnt, but it's located under the right hand front fender. The Selespeed pump is kind of a high pitched whirring noise, whereas the ABS pump is more like a "grrrrr" sound, if you know what I mean. The throttlebody stepper motor is very hard to hear when the engine is running, but the ABS pump motor, you simply cant avoid hearing.
