The PCV system relies not just on air expelled but also drawn by the intake vacuum, depending on load, RPM and throttlr position. In addition, the ambient pressure alone will not suck out as well. Normally, the catch tanks arrangements catch as much as they can and the rest is still fed to the intake.
What is the quality of the oil you will be collecting? Is it good to just pour it back to the crankcase?
Have you checked other causes, such as intake manifold gasket leak, rings or valve stem seals and ruled these out?
It would be very interesting to learn how much is collected.
