What else has been removed should be the first question?
Has it been to a body shop?
They never put everything back where it should be and remove more items than they need to
Earth straps and wires being a prime example especially when they see the many connections running from a battery on an Alfa.
Throttle body isn't responding and/ or stuck in idle position. Disconnect the main induction pipe get a helper to turn the ignition on while you listen and look for the butterfly to move, adjust and find its settings... Now ask your helper to press the throttle pedal... If it doesn't move or gives no sound then it's a signal fault from the tps to the pedal, multi plug usually behind the glove box...
Or the car has been stood for a while and the throttle body has seized in position which is less unlikely but a liberal spray of plusgas on the spindle then carb cleaner on the butterfly should do the trick... Follow the fly by wire throttle cleaning posts procedure.
If it is working and whirring away then refit the induction tube and unplug the MAF plug and fire her up.... It will tick over lumpy but if you can actually rev it then you have your answer
Get any codes read too, just in case.
