That is just output from ecu, 75% is max vnt 20% is min.
Your graph shows low actual boost, could be boost leak, or vnt solenoid issue or vac leak to boost solenoid or after solenoid to turbo actuator.
Easiest quick check start car and let idle, look down at turbo and see if actuator has pulled vnt lever towards stop screw, switch off and see lever goes back 10mm or so.
Easier to get someone else start and stop as you look.
If that looks normal look for boost leak and or stuck open egr valve.
Also you obviously have fes or mes
Look at egr% and maf airflow mg/i and log data at idle with egr off (4%) maf should be around 470-490mg/i
With egr open maf should drop say 30-40% egr maf airflow around 380mg/i
If maf is low with egr off egr probably stuck open or not sealing shut.
Also quick easy check( egr cycles on off every few mins when warm idling)
Turbo actutuator pulling ( not reaching stop screw yours should) just to give idea what your looking for.
