Without the proper cam locks you are wasting your time, because even if everything is marked you will be unable to tension the belt correctly without moving something.
There are slots on the inlet cam pulley, and there is movement in the exhaust pulley. The cams need to be locked with the cam locks and these pulleys need to be loosened so that they move to get everything in the correct position when the belt is tensioned.
Also if you mark the pulleys before removing the old belt it doesn't take into account the fact that the timing will probably be wrong in the first place, this may be due to the previous belt stretching slightly or it may be that the belt wasn't done with the locks on a previous occasion.
Also the Variator repair kits can work, but more often than not are a waste of time.
