Turbo pressure convertor

i have 2 of these on my car one behind the engine and one bolted to my air box my car is a 1.9 diesel i have no power under 3000rpm pipes checked one of my pressure convertor at the back of my engine sucks air but tthe one bolted by my airbox does not is this normal or should the be sucking air i also think its called boost control valve.

The vnt works on vacuum. Yes this is normal. If any of the pipes are split you will have the syptoms you mention.
