Corrective training would be far more effective thans points in that situation.
I think they should introduce corrective training eventually, but with immediate effect start dishing out points regardless for all middle lane sleepy heads.
The rule of the road, as per the highway code is 'keep left'....it also states that once yoiu have overtaken another vehicle move back over to the left. It also states you should drive with consideration for other road users. When you continue in your current lane when another lane to your left is empty you are ignoring those three points at least.
It's easy really....keep left, when yoiu need to overtake, mirror, signal, manouvre...then when yoiu can see the front of the car yoiu just overtook in the rear view mirror move left again (no need to indicate your intention to move back into the lane - everyone knows you are supposed to drive on the left, don't they ?
Along with others who feel the same way, why should we concentrate and drive according to the the common sense rules which are there to make our lives easier....only for other drivers to be allowed to ignore all common sense but yet because they're doing 69mph in a 70mph limit they're allowed to consider themselves as responsible drivers, in the middle lane of an empty motorway.
I'm actually in favour of motorcycle CBT style traning for drivers of cars too. IE you are not allowed on public roads until you have mastered all the low speed manouvres and parking , on private land first of all. (for their own safety).....and then after reaching a certain level of competence they should be allowed (accompanied) onto the motorway. It's almost asking for trouble that you can pass your test and then go on a motorway with no prior training for the first time only minutes afterwards. I know we all hope that everyone would get someone to help them but i wonder how many do ? (I bet most just have a go and decide that sitting in the middle lane is the safest option)
Poor old lorry drivers - so many car drivers don't know that a lorry can't go in lane 3 and yet so many people drive at 55mph in lane 2 when lane 1 is empty...how is a lorry supposed to pass ?
(I am also in favour of torque lmiters for young drivers, they could still reach a high engouh speed to keep up with traffic on faster roads, but they couldn't accelerate to stupid speeds outside schools without a long enough run up first....don't make me traffic minister or there'll be big trouble !)
