Now I am confused!

Been having problems with the fan not kicking in at all which I have been living with for a couple weeks and just making short journeys/avoiding traffic etc. However, this morning went to start it and nothing, just a click like the battery is dead.

Got home about an hour ago and tried jumping it and nothing. Done a quick scan and had a u1706 can fault listed, cleared that and as soon as I tried turning it over the code was back. After a couple of tries at turning it over noticed some smoke coming out from under the engine cover so whipped it off and tried again. It was coming from the wires feeding the temp sensor and one has now burnt all the insulation off of it. Unplugged the sensor and hey presto she fires up fine. Cleared the u1706 and started again and all is now well, other than having to leave the sensor unplugged.

Now the confusing bit, the sensor was new about a month ago when I replaced the stat and from what I have read is most likely not related to the fan issue, which is still unsolved! Anyone have any idea if they could be linked in some way or had a similar thing on either problem? Have listed below what I have tried with the fan to diagnose it.

Check Fuses, relays & connections
Connect the earth through to battery - fan spins up fine
Bridge resistor connectors to bypass - nothing
Remove temp sensor cable and start engine - nothing
Remove temp sensor cable and bypass resistor - nothing
Activate actuator for both fans via fiat ecu scan
- Low Speed - Software runs the test but nothing happens at the fan
- High Speed - Software says failed
Checked continuity of cables from battery to fan
Checked continuity of cable blue/red at relay to ecu (pin 86)
Cant find a reference as to where the other relay cable goes green/red

Any ideas gratefully received :-)
