The circuit board of my headlight adjuster (it's inside the headlight unit) burnt out a couple of years ago due to moisture ingress. The effect was to drop the headlight beam into the lowest position - pointing at the floor. I drove the car pointing close to a wall and fitted a stiff bit of sponge to inside the headlight unit to raise the height of the beam to the same of the other, good, headlight unit. The sponge is held in place with a rubber band.
It has passed two MOTs like this.
It appears that the headlight height adjuster in the cabin is not part of the inspection. If the beam is correctly aligned, the MOT tester will never be the wiser as they can't open the back of the headlight unit.
