If you disconnect the small vacuum pipe that comes from the top of the engine to the gubbins on the slam panel(not the one to the actuator on the turbo) and plug it,this puts it in 'low boost mode,for higher engines revs,then take it for a drive,low down power will be(or should be)less,with maybe a little smoke,but if you have power above 3000 it points to the vanes not moving properly or the actuator not operating as it should causing issues.Have you checked fault codes?p0235 usually means sticky vanes on the turbo(i think)p0236 is map sensor,(but i may be wrong!),could be clogged up with soot and stuff!hope that helps a little.
