Leave the rubber bushes in the arm and remove the metal sleeve/ collars. You want to apply lots of rubber grease to the inside of the rubber bushes where the sleeve pushes in. You'll probably notice a raised '+' type pattern on the inside of the bushes (where you should lubricate) as this is effectively a bearing surface.
In use, the rubber bushes stay fixed to the arm. The collars/ sleeves stay fixed to the car by the tightness of the long through-bolt and the necessary movement happens between rubber bush and sleeve. As you can see, this is not an ideal setup as the bushes also have to deal with forward and backward forces as the car accelerates and decelerates.. which is why they are a failure point, they have to deal with too much !
