Paint missing from seam between 147 sill and front wing

I gave my car its annual wash and polish yesterday and noticed that paint is flaking off the recessed seam between the front wing and the sill. There is not much rust and it appears that the galvanising has done its job.
I want to treat it so that it doesn't get any worse.
I guess that I don't want to go crazy with a wire brush on an angle grinder, as I'll end up removing the galv. My plan is to remove loose paint with a wire brush, abrade it with glass paper and then paint it with silver hammerite.
Is that the correct approach? Has anyone successfully tackled this problem already?
