Help Heater, minus the heat.

Hi folks,
For a while now I have been driving around in my 2000 2.0ltr 156 with no heat. The fan controls work fine as does the air conditioning, but no matter what I turn the temperature dial to all I get is cool air. Doesn't matter how long I have been driving for, I can't change it.
It hasn't mattered before, but now that we are coming into winter down here, it would be nice to have it again. The fan has always throbbed when it is going (ie. runs at a non-constant speed), even before this problem started.
Took it to an Alfa service centre once, and they said it could be the computer for the heating controls. $1000 to replace that.
Thought I'd see if anybody here may have a solution.

What does your temp gauge read? Quickly up to 80deg +/- and stay there?

Not usually. Moves up fairly slowly, and then stays around 80-90.

I had this happen during january very cold as well, turned out to be servo wasn't turning flaps
