Drunk alternator charging fault

help i'm trying to find out why my brand new alternator isn't working i've got my multi meter on the small terminal and i've only got 1.5 vdc on when the ignition is on is this correct or have i got to start looking for the reason for the voltage drop. i'm thinking control voltage for the regulator is correct at 1.5vdc does anyone out there know.
