The ARB bushes can be replaced, but to do so is a fair bit of work...just to remove the ARB. The bushes are in sealed mounting brackets the rivets in which have to be drilled out, the brackets can them be prised apart to replace the bushes. This is the process for replacing the stock ARB with the Eibach version. Eibach supply the ARB and bushes but not the mounting brackets, your originals have to be used.
The powerflex bushes ain't that cheap, about £30UKP IIRC, and if the paint has started to flake on the ARB or is going a bit rusty this will hasten the failure of any replacement bushes. A whole new ARB can be had for around £80 complete with bushes.
If the bushes are that bad that it can be seen from a visual inspection I suppose it could be an MOT failure...not sure about that one though. Have you noticed any knocking?
