I cant help you with your first question...maybe someone else can.
2) Possibly but not certain - could be something else. If you had them working previously you obviously are aware that there is someting like a two second delay from when the washers work so you need to hold the stalk for over three seconds or so.
3) Make arrangements to get it changed NOW. The Alfa Technical Service Bulletin is for inspection or replacement at the 36,000 mile service. Failures before the 72,000 mile service point are fairly common and a belt life of over 48-50,000 miles should be considered as running quite a risk of engine failure. This is not only applicable to Alfas other manufactures also are reducing their recommended belt replacement mileages. There is also the Variator to be considered...changing this at the same time could reduce labour costs later.
I know you feel its expensive at the moment but it will be worth it. You could consider using an Alfa specialist rather than a main dealer to reduce costs. Also they can sometimes be better than the Dealers who dont always have a good reputation.
