Shock absorbers and awe...

There is some pink greasy liquid spattered around the tops of my re-valved Harvey Bailey Bilstein B8 shock absorbers. Is this leak, lubrication or lazy re-valving by HBE? I'm guessing Bilstein modded them per HBE parameters but I might have been sent knackered items from storage:

Any idea if this is lubricant/treatment or leaked hydraulic fluid?
