Not driving the 156

2.4 JTD seized tensioner
I'd appreciate some help....... I'm in the middle of changing the auxilliary belt on my 02 156, but the tensioner is completely siezed. I've taken the 3 bolts holdind the backplate of the tensioner off, but the 8mm allen bolt is refusing to budge. Just for fun (!) I even tried a 32 mm socket on the end of the adjuster, a long breaker bar and a section of scaffold pipe but nothing wants to move. I should add that there's been lots of heat and penetrating fluid, but my patience is running out.
So, a few questions;
1. does the 8mm allen bolt screw into the block (I assume this is the case)?
2. by drilling out the centre of the allen bolt am I likely to damage the tensioner?
3. should I take my normal approach and take a grinder to the tensioner and buy a new one?
4. in normal operation should the adjusting arm move, even when the allen bolt is tight?
