well there are firstly two factors...
1. doing the cleaning/fitting yourself
if you are then follow the instructions that come with the oil and cleaner
its basically not to over do it with the application of the oil
even coats of oil and even letting it stand over night on paper and wiping off any excess
2. if a pro (as part of service and/or fitting) carries out job
here its in the knowledge of the pro you've gone to
in this case its alfanige, (he's a pro, never to be questioned!!), they guy is very good at what he does, and has the remarkable ability to say no if it's not his area of expertese (not in it for a quick easy buck)
as long as the pro whos carrying out the job knows his stuff (and how delicate the MAF is) you should be fine
once the job's done its all put back in the filter housing
if you wanted to know if it was done correctly then, well, you'd have to open it up and see if there is any excess!
it's not a regular event i'm sure, just a way to ensure you give the MAF no other reason to fail (god knows it has enough anyway!!)
