If the car drives in a straight line without you correcting the steering, then I don't think that the 'toe' of just the one wheel is wrong.
As you dont have the same inner wear on both fronts, then it also is not a 'toe out' problem of both wheels.
I think that you have a worn lower wishbone bush on the driver side. This bush acts as a pivot underneath the car and the car sits lower at that point. Because the pivot is closer to the driver side wheel, then that wheel wears the most on the inner edge. I bet that the passenger side tyre is wearing too on the inner edge, but not too noticeably yet.
