I frequently buy TS's with a snapped belt due to the cost garages charge for the repair. However, it is an easy job, even including the big ends.
The head is simple to remove (takes an hour at most), the sump takes about 30 minutes, you spend some time replacing valves and seating them etc and then checking everything over. Replace the big ends, reinstall the sump, reinstall head, time it up and you're done. Simples!!!
Cost? Head gasket is £18 trade (£30 RRP I think), oil and filter around £15, big ends are around £25-30, (note, some 1.6 TS's have the smaller big ends which are a pain to get even from Alfa specialists), valves are normally £5-7 each (I have lots spare fortunately), and a belt kit will normally be around £50. It can all be done within a day, so I fail to see why garages charge so much for the job - even without doing the big ends.
As I do so many of them I keep some heads ready built to install, saving a lot more time with the car.
If you're mechanically minded (and have patience) and have access to the timing tools, it is certainly a job you can do yourself.
