Can someone help identify this thing

Hey guys,

I drive a 2005 147 1.9JTD 8V. I had to change my upper turbo hose because of a split but I noticed the following thingy. It has a small hole in it too, visible in 2nd picture.

Can someone tell me what it is called, what it does and whether it's going to be expensive to replace or not.

Looks like the actuator for the intake shut-off butterfly (stops the engine running-on when the ignition is turned off).
The hole looks to just be in the protective boot, so not much of an issue.
A dab of silicone sealant would do.
