147 JTD very slow when cold!

My 2003 147 JTD was smoking (black) during heavy acceleration, so I treated it to some Redex Diesel Advanced Fuel System Cleaner.

I was pleased to see that the smoke cleared up fairly quickly, but after using 1/4 of a tank, the car has very little power when cold.
As this has only happened after adding a fuel treatment, I assumed that I had blocked a filter, so I've just had it serviced, but the fault is still there. Acceleration is very poor, probably 20 seconds to 30mph! As soon as the engine gets up to temperature, it's like flicking the full power switch!

I'm not sure whether it is being starved of fuel or a turbo issue.

Any ideas?

water temp sensor issue maybe but could be EGR AND MAP need a clean out
