Diesel on underside of fuel tank

Looking under my car I can see that the underside of the fuel tank is moist, and appears to have diesel all over it, and around the sides. It looks and feels like diesel, but doesn't smell. I can't see any sign of a leak, and it's not just at the lowest point, but several inches up the sides most of the way round. The underside of the tank appears to be plastic - or is that a protective cover? I don't see any drips on my drive or on the road where the car's been parked. If it is diesel I expect it will be an MOT failure. Has anyone else experienced this? Any ideas where it can be coming from? The fuel filler pipe is all dry on the outside.
