156 v6 front discs rusty on inside

I have a X - reg Alfa 156 v6 and I have noticed that my front discs are quite rusty on the inside on both sides.

The outside of the discs are fine and are very shiny.

There is no lip and the pads are quite new.

It seems to me that the inside pad is not applying the same amount of braking force as the outside pads.

What is the cause of this?

The calipers are supposed to float to equalise pad pressure, if you have rust on one side the calipers need to be freed so they can slide on the bolts. Use copper slip to ensure they can move easily and check the rubber seals are not damaged.
