hi i have a question
is the oil level checked with the cap fully screwed on or not?

Be a bit hard to check the oil level with the cap on, no?

For dip-stick purposes, I'd think it'd be the level with it screwed down. More importantly, it should be checked after the system has primed (ie with the key at MAR).

Thats my solution and i don't have to worry about the oil level. I have allways too much oil in it (one centimeter or two above max), and it doesn't spit it out. So, i think, a little too much oil doesn't do any harm.
