PS the fan not kicking in either means the coolant sensor is duff (it's indepentant of the gauge sender, but in the same device on top of the thermostat housing), or the fans don't work.
A common fault is the resistor pack in the fan housing, or the connectors going to it.
A quick test is to unplug the coolant sensor plug (grey, 3-wire job coming out of the thermostat, between the battery and the engine's cylinder head). The fans should run as a fail-safe (with the ignition on).
