First things first the MSCF (motor control system failure) light can come on for a variety of reasons but as you say that there is no difference in power really then go with the lambda first. Your best bet would be to go get it diagnosed as you may end up changing parts for no reason as other reasons for the light coming on are injector failing,MAF sensor,crankshaft sensor and a whole host of others.
Alfa state that the JTD is every 72K or 5 years. Whichever comes first. However there are well known problems with the waterpumps breaking up between 50-60K on the 16v engines (read the sticky thread at the top of the 147-156 section) so now would be a good yime to change it. This is the general consensus on here. Cost for a belt change is upward of £400 but you need to get everything done, Idler and tensioner as these too can fail if not changed so prob cost a bit more really with parts.
