In the case of brakes of course not, brakes pads/discs wear out they need replacing from time to time.
As for welding, different matter, I suppose the weather in Aberdeen is a fair bit harsher than down here in the sunny sarf, which may have hastened the onset of corrosion.
Have you had a quote for the work, and if so how much? A '99 156 is going to be worth <£1k, the decision is then yours. If it's going to cost £500 for all the work to be done it's not a bad deal, £500 for a years motoring is a bargain. Those us with newer cars do that in depreciation and don't bat an eyelid.
