I think there are two versions of cruise control software. On some versions the cruise control light on the dash is illuminated when the cruise control switch is in the "on" position, on others, including mine, the light is only illuminated when the cruise control is actually operating, i.e. a speed has been set, & the light goes off when it is cancelled by movement of either the brake or clutch pedal. A common cause of inoperative cruise control seems to be the clutch switch needing adjustment - a simple matter of removing the switch (quarter turn anticlockwise),pulling the plunger out a few clicks & replacing the switch.
Don't worry about having only one key - 147s don't have the infamous "red" key.
