I don't think that's 'smoke', I think that's water vapour. You'd be losing a lot of coolant to do that, or...
This might be way off base but... if the thermostat has failed open (as they often seem to do), your engine won't be warming up after a 20 minute run, and you will still be getting exhaust vapour even though "no other car is smoking". I'm guessing the weather is cold and damp there these days (since it's nice and warm here).
So check your temperature gauge... if it's barely registering, perhaps that is the problem (and might explain the poor fuel economy too).
