I have used Halfords GM-6417M DIII Automatic Gearbox/Power Steering Fluid for my 147 without any problems. Can't see why it should be different for a 156.
The Owners' handbook for my car recommends TUTELA GI/A whatever that is!!
You shouldn't need to top up the steering fluid very often at all (unless you own an early 147 - I think the facelifted one's are ok).
If you are topping up regularly I should look to see if you can see any red fluid on the floor when you've parked. Could be a leak somewhere.
