engine never getting to 90, even with new thermostat and temp sensor..

so, replaced the thermostat today. unfortunately the temp still sits at 75-80! if i sit stationery at 2krpm it will eventually get to 90 and the fans kick in. at idle in traffic it never gets there.. is is possible my gauge is just under reading?

i did a very scientific test on the old stat... ran hot tap water through it; it stayed shut, added boiling water from kettle and it opened as you would expect, back to just hot water and it shut again. tried it a few times, so old one seems to be functioning perfectly.

also, what is the green sensor that sits in the pipe coming from the back of the stat (round the back of the engine)? is it another temp sensor?
