Loose connectors & missing interior panel

Chaps, I'd really appreciate an opinion (or more) on the pictures below:

1. Is this sight normal? I suppose there should've been some sort of interior panel there.

2. Any idea what these cables are for?

I hate being pushy, but doesn't anyone actually have an idea regarding the two issues above?

No panel over the pedals ... that's OK.

Alfa probably put a standard loom in all cars, to save money making several types, and just use what's needed .. might be for an option you don't have on yours but can't tell you what they would be for.

Thanks Gazza, the lack of panel over the pedals (and same on passenger side) was really worrying me, seemed like a half-done repair.
As for the loose connectors, I tended to believe pretty much the same, as all the systems on the car seem to work (well, more or less - one of the xenon lights is down, same for the parking light on the opposite side, parking sensors aren't working etc).
Do you think it'd be a good idea to have the connectors cleaned of that rust and then shut with some sort of "terminators", to prevent them from rusting again and avoid a short circuit?

tape them shut ! a good idea
and regarding unused connectors etc Alfa is a mass product (I hate to say it but it is true)
and the factory installs the same wireloom to all cars of a same type i.e. 147, 159 etc
regardless if they have al options, just a few or non at all.... so if you have a fully loaded car
all connectors are .... connected !!

Originally the car probably had a trim on both sides, but they tend to disintegrate as they get older and hang down, so people remove them. You can see one of the securing studs in the top picture, to the left of the brake switch (note this car is LHD).
The connectors look very much like those for the factory fit alarm.
