Yep, well its not unheard of for bad people to chop out the whole scuttle and weld in one from a "donor" car! Many cars have the VIN number on the scuttle, chop out the whole bit, weld in another one, slap sealant over the joints and away you go. Nick a car, buy a legit car with log book from scrap yard or ebay, chop VIN plate out of scrap car and weld into stolen car so you now have a stolen car with an apparently legitimate identity.
You might think that only happens to expensive cars as well - a few years ago my mate sold his old Cavailier for £90. A few months later the Police call round to tell him its been used to ring a stolen car (which was probably worth about £200)!
