I'm afraid I can't help with disc/pad combinations, as I haven't used anything except OE. In relation to the holes though, take some quality pics of them, next to some sort of measure, for scale. If you use a ruler, check that the increments show on the pics, one of those black and white checked things used for crime scenes would be best.
Take them BEFORE you inform the council, as they will be wary of a claim and will dispatch a little man with tar very quickly.
I had a similar situation a while back with a destroyed alloy and tyre, council tried all ways to get out of paying. There are periodical maintenance guidelines they must follow, and these are more frequent for urban and major roads than they are for rural C class, or unclassified roads. I thinks it's something like 6 monthly checks for rurals.
The upshot is, if they can prove that their maintenance requirements have been met, they won't pay out.
